Diplomatic relations between the Republic of Tajikistan and the Grand Duchy of Luxembourg were established on 22 May 1992.
On October 2004 Emomali Rahmon, the President of the Republic of Tajikistan visited Luxembourg and met with the Prime Minister of Luxembourg Mr. Jean-Claude Juncker and high-ranking officials. During the visit the Partnership and Cooperation Agreement between the European Union and the Republic of Tajikistan was signed.
On July 19, 2010 the Minister of Foreign Affairs of Luxembourg Mr. Jean Asselborn has visited Dushanbe and had a meeting with the Minister of Foreign Affairs of Tajikistan Mr. Hamrokhon Zarifi.
On June 8-10, 2011 Emomali Rahmon, the President of the Republic of Tajikistan has paid official visit to Luxembourg. Bilateral negotiations of President Emomali Rahmon with Grand Duke Henri, Prime Minister Jean-Claude Juncker, Chairman of Parliament Laurent Mosar and other officials have taken place. During the meetings the issues of present and further development of bilateral relations between Tajikistan and Luxembourg, regional cooperation and security, water-energy issues, other international matters of mutual interest have been discussed in the margin of the visit.
As a result of talks the following bilateral documents have been signed: Agreement between the Government of the Republic Tajikistan and the Government of the Grand Duchy of Luxembourg on air services, Agreement between the Government of the Republic of Tajikistan and the Government of the Grand Duchy of Luxembourg for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income and capital, as well as Joint Statement of the President of the Republic of Tajikistan Emomali Rahmon and the Prime Minister of Luxembourg Jean-Claude Juncker has been issued.
The President of the Republic of Tajikistan Emomali Rahmon has also visited Luxembourg Chamber of Commerce and participated in the Business Forum to promote business opportunities of Tajikistan.
During the visit the Memorandum of Understanding between the Chamber of Commerce and Industry of the Republic of Tajikistan and the Chamber of Commerce of Luxembourg has been signed.
On 10 June President of the Republic of Tajikistan Emomali Rahmon has met with the President of the European Investment Bank Mr. Philippe Maystadt and discussed cooperation prospects in providing loans for projects in Tajikistan energy sector.
Cooperation of Tajikistan and Luxembourg in the fields of economy and trade is not yet significantly developed.
According to the Ministry of Economic Development and Trade of Tajikistan trade turnover between the two countries in 2009 was 353,7 thousand USD (import). In 2010 bilateral trade has reached 2,147,500 USD (import).
Within the framework of international organizations, Tajikistan welcomed Luxembourg’s candidature for a non-permanent seat at the UN Security Council in 2013-2014.
Luxembourg is the industrial country and is one of the leading nations across the globe in banking and metallurgical sectors.
Tajikistan could establish and successfully maintain fruitful cooperation with Luxembourg in the following areas:
• attraction of modern technology and know-how for mineral and natural resources processing, including silver, copper, uranium, tungsten and decorative stones;
• attraction of investments for Tajikistan’s hydro-energy sector, transport, communication;
• attraction of investment to agricultural sector;
• cooperation in the field of tourism;
• cooperation in finance and banking sectors.
• establishment of Tajikistan – Luxembourg Business Council.
• establishment and conduct of Tajik – Luxembourg Business Forum with the view to introducing Tajikistan’s economic opportunities and investment environment.
